Perhaps some of the current FTP mirrors could mirror the releng_4_[0-9] snapshots currently on ftp://snapshots.jp.freebsd.org (as Chris Faulhaber posted). The snapshots are being made none the less though so it looks like this might be the answer to his problem/question.
