The TL;DR for this bug:

On a X11SCM-F motherboard with the latest BIOS, adding ig4_load="YES" to
/boot/loader.conf in FreeBSD14.3-RELEASE appears to load the ig4 driver twice
in Legacy boot mode with one of the attaches failing, and in UEFI mode causes
the boot to hang completely in the kernel.  Removing it causes a proper single
attach in both boot modes.

I now have a workaround, simply not putting ig4_load="YES" into
/boot/loader.conf so there is no more urgency from my end.  I am willing to do
some additional testing if a kernel developer wants to chase this down, but if
no one does it can be closed out.
