You can ask yourself if you *really* want to mount the floppy or if you just want to be able to read and write files on it. The two are not the same thing. If you install the mtools port/package then adjust the permissions, maybe group, maybe owner, of /dev/fd0, then anybody according to those permissions will be able to access the floppy drive(s) using the mtools utilities without mounting the media. If you mount the floppy, then root has to do it.
