Anyone know what this error means?

login: _secure_path: cannot stat /usr/home/<user>/.login.conf:
permission denied.


I get this error each time I try to login as any new user I create.
Also gives the error that the user has no home dir (when it's
indicated properly in /etc/passwd).  I created using adduser.
Permissions all the way to the user's home dir should give
him permission to his home dir...

Any clues?
