Hmm, how about if I wanted to make a port of binutils, gcc, and GNAT for a VxWorks cross-compiler system? You need the VxWorks header files which you only get when you buy VxWorks for $15K. This port couldn't be (legally) tested by a committer, except for perhaps binutils which doesn't need the target header files.
