For the latter, both 9.1 and 9.2 were committed to the tree (see: bug #290985 and bug #290986) to maintain compatibility. Elastic generally maintains 3 active release branches at any given time (currently 8.19, 9.2, 9.3) so I figured following their release cadence was a good idea. I do understand the additional burden this brings onto the infrastructure (including people) so I'm OK sticking with one 9.x release.
