Subject:   setsockopt with SO_REUSEADDR does not work

Whenever I use setsockopt with the SO_REUSEADDR param, I still will get 
the error that the address is already in use. When I'm on Linux, I don't 
have this problem, and I'm wondering if there is some way to somehow get 
this to work under FreeBSD.
