I kind of agree that the name 'system' is ambiguous at best, but I don't think
I'd agree that pam_xdg would fit into whatever definition would globally apply.
 In particular: it's already a little bit of a stretch to assume that a local
user of any given system will be logging in for desktop-related purposes, but
it's a fine compromise to make to improve the experience for laptop/desktop
users.  I think it's a much bigger stretch and a lot harder to justify the
overhead (+ additional point of failurer?) for sshd across the board for
FreeBSD users.
