Regrettably, your explanation is still unclear.

"Someone will send a mail address to x@x.com...": someone meaning a person, or 
this Mail tracking system?  Send an email containing a mail address?

"carry out to the web" means what?
"wrote a message from web" means what?

It may be the case that you want a mailing list like Mailman which has 
web-based archives and allows subscriptions.  It might also be the case that 
you want a web-based interface to email, like Squirrelmail...?
