No - it stopped because you haven't set the undocumented variable INTCVSROOT
to point at your CVS-tree.  The Makefile doesn't look like it need it, but
it still do.  (I'm not going to point any more fingers until I've looked
more carefully at the Makefiles and what a debug make shows.)
