Actually, a little more careful historical examination tends to indicate that if the users are softened up a little in advance, and perhaps not kept quite so much in the _dark_ about the whole deal, such changes are actually relatively painless. However, you're basically agreeing with my point - it is currently untenable for one of the -core honorarium to exercise their power of veto on an emotional or personal-interest basis.
