I would try booting with uart{0,1} disabled at the loader prompt. I 
stumbled upon that by chance, here: 
https://forums.freebsd.org/threads/debugging-the-boot-process.60224/ 
(the forum thread is from 2017, so the issue seems to be somewhat 
persistent ;-)).
