This is the case with -RELEASE as well.  It shouldn't happen in
-STABLE.

I don't think so.  The differences are minor.

This is what -STABLE is for.  We have -CURRENT for new stuff.  -STABLE
is for bug fixes which have been tested and put back into the release.
You have a choice: -RELEASE as it is, or -RELEASE with some bugs
fixed.
