Create seperate mtree files for the components under make.conf
NO_* control. You can then wrap the Makefile mtree invocations for
the NO_* components in conditionals:
# fragment from /usr/src/etc/Makefile
MTREE= BSD.include.dist BSD.local.dist BSD.root.dist BSD.usr.dist \
BSD.var.dist BSD.x11.dist BSD.x11-4.dist
.if !defined(NO_UUCP)
MTREE+= BSD.uucp.dist
.endif
.if !defined(NO_SENDMAIL)
MTREE+= BSD.sendmail.dist
.endif
.if !defined(NO_NAMED)
MTREE+= BSD.named.dist
.endif
