I believe the real problem is that there is no way of easily finding out which set of files in the -STABLE tree form a self-consistent and correctly-working set of files. Most people assume that the latest files form such a set but this, as you noticed, is not always true. You could always specify an earlier datestamp to check out, but it's hard to find out what that datestamp should be.
