Subject:   Should initial package creation make /usr/ports/packages?

I'm having a little trouble following the logic in bsd.port.mk
for the do-package step. If /usr/ports/packages doesn't exist,
should it be created when you do "make package" in a port for the
first time?

If so, this doesn't appear to work.
