As of sometime over the weekend, mail.local is no longer installed 
setuid.  This is a problem, because it can no longer flock() mailboxes to 
deliver mail locally.  Right now, I've chmod'ed mail.local, and mail is 
flowing again.  src/contrib/sendmail/RELEASE_NOTES indicates that, indeed, 
mail.local should not be setuid, but doesn't indicate what should be done 
to fix the problem "fire mail.local: lockmailbox /var/mail/caesar failed; 
error code 75".  Neither is it mentioned in src/UPDATING.

Obviously, the solution is not to turn on the setuid bit for mail.local, 
but something else that I'm completely missing.  Any ideas?
