No it's not.
The issue is more complex: Sendmail + DJB's dnscache
+ nameserver 127.0.0.1 in /etc/resolv.conf + default means of
starting up the software = broken system:
1) Sendmail gets started (/etc/rc.sendmail)
2) Sendmail looks up it's name (queries 127.0.0.1:53)
3) Sendmail gets upset
4) dnscache gets started (/usr/local/etc/rc.d/000.svscan.sh)
5) too late
