Naturally you run into the error...
Can you comment out that block and run the make -V's again, there must be
something unset that makes it fail.
Your Mk dir fully up-to-date I assume?

In my tree I have no issues whether HTTP2 is on/off or I set DEFAULT_VERSIO=
NS+=3D
ssl=3Dbase
