I'd have to say that you were spot on. :)  I just noticed that
the box in question which is running a caching-only named wasn't
using the primary DNS server for the domain that it is in as its
first choice to forward requests to.  I moved it to the first one
in the list and voila connections times are down around a couple
of seconds.  Thanks for the suggestion.
