I think it is not provided by default but you can build it after
installing the usr.bin source kit (use /stand/sysinstall to install the
sources of the system). Ir requires X to do non-trivial stuff and will
run a small set (non-graphic) of DOS applications.
It comes with a manpage and some brief doumentation on how to use it.
