Hmm, I have this in my /etc/rc.conf:
cloned_interfaces=3D"vlan0"
ifconfig_vlan0=3D"x.x.x.x/28 vlan 65 vlandev rl0 mtu 1500"
and I'm pretty sure it works. ;)
