There is some difference between _cvs base directory definition_ in CVSUP(1) and Appendix A in Handbook.

CVSUP(1), FILES section:
/usr/local/etc/cvsup	       Default base directory.

Handbok, Appendix A. Obtaining FreeBSD:
base is defined in your supfile; by default, base is /var/db, which means that by default the refuse file is /var/db/sup/refuse.
