The list charter for "newbies" doesn't really
allow for technical questions.

The answer to your question, though;

a.  Because a base install does not include a windowing
system.  Not every computer needs one.

b.  --- "install one" ;-)

Have you read any of the Handbook yet?

IIRC, Chapter 5 talks about the "X window system",
which is what you'll want, I expect.  (It's generally
what is used in FBSD....)
