I think the easiest way current is setting USE_PYTHON=2.7 in py-pscycopg2's Makefiles. Or you can also set PYTHON_DEFAULT_VERSION="python2.7" in /etc/make.conf, which makes 2.7 as your default python version. But that might need to take care of other python modules in the system, please refer to the entry that describes how to do when the default python version switches from 2.5 to 2.6.
