Ok, I swapped in the PCI card, which turns out to be an fxp (Intel 
Pro 10/100B/100+ Ethernet, according to dmesg), not 3com as I'd 
thought.

I also removed an extra ISA card which wasn't doing anything, so 
there are now no ISA cards in the box, and also bumped the RAM to 
128Mb from 64Mb (an upgrade I'd been planning next time I had the 
case open).

Oh, and I recompiled the kernel and removed "option NETGRAPH", so it 
wouldn't give me those annoying errors when trying to dynamically 
load the kernel module.

Ping is about the same. This is the other end of my gateway:

--- 65.92.97.1 ping statistics ---
100 packets transmitted, 100 packets received, 0% packet loss
round-trip min/avg/max/stddev = 54.044/63.657/79.551/5.366 ms

Taking Jesper's comments about overloaded edge routers into account, 
I'm still seeing ~55ms ping times from my ISP's core routers. It's 
possible their core is overloaded as well as oversubscribing the edge 
DSL routers, but seems less likely to me.

This is into the core (2 hops out from me):

--- 206.108.104.98 ping statistics ---
100 packets transmitted, 100 packets received, 0% packet loss
round-trip min/avg/max/stddev = 51.851/55.403/59.505/1.589 ms
