You can use DES outside the US, _IF_ you obtain it outside the US.
You just cannot obtain it inside the US, then export it, because some of
our politicians are stupid assholes that beleive that only the US has
encryption technology.  You can take a book detailing the entire theory,
complete with source code examples outside the US, but, take the actual
software, and go to jail....   Do not look for logic in this. there is
none.
