I can confirm, that mt -f /dev/sa0.ctl comp off just works without the tape cartdridge loaded. I'm currently using the same approach that you use (mt before amdump), though setting it up only once at boot looks me a cleaner solution (unless the drive resets for some reason (electrocity or sas cable) stuff).
