That may be a good rule of thumb, but it looks bad when half the
documents use one spelling, and another half use the other.  The doc
team (mostly murray and others from WindRiver working on the Handbook)
seems to have taken up the practice of using whichever spelling
appears the most and changing the rest.  'queueing' outnumbers
'queuing', at least in share/man4.
