If you want a universal prompt, the normal way to do it is by putting it into the skeleton files so they'll be set in the user's account at creation time by adduser (or by doing something equivalent for other methods of adding users). Users are, of course, able to override this if they want, but normally that's the intended behaviour anyway. There are other options, like using login.conf(5) to set the variables that define the prompt or compiling the shell in question to default to your preferred settings.
