The ftpd(8) man page says:
Ftpd authenticates users according to five rules.
1. The login name must be in the password data base, /etc/pwd.db,
and not have a null password. ....
But /etc/pwd.db is not the password data base. First, passwords are in
/etc/spwd.db. Second, the password database may be a NIS database.
