This is the only close example I can find of xinetd that seems related.
But, I am unsure how I would need to configure xinetd to meet my needs.
service ftpd
{
flags = REUSE
socket_type = stream
protocol = tcp
wait = no
user = root
groups = yes
bind = 10.1.1.1
redirect = 192.168.0.3 23
}
