I am not an expert on this but many a times we use X3 to make the modem
dial blind - without wait for dial tone.
set dial "ABORT BUSY ABORT NO\\sCARRIER TIMEOUT 5 \"\" AT \
OK-AT-OK ATE1Q0 OK \\dATX3DT\\T TIMEOUT 40 CONNECT"
