Beacause it is not even used during a "make release", and it would
only be used during a "make release"-like exercise when documentation
was being prepared for printing. At that time, we'd be using zillions
of ports anyway, so why not bring in ports/textproc/textutils and use
gptx?

It was crufty old unused GNU code that I deleted with no loss to
the system whatsoever. If you wanna bring in BSD ptx, be my guest.
You'll need to find a use for it :-)
