I went to the OpenBSD website and couldn't find any clues. Also, when trying to install OpenBSD in virtual box and have rebooted I am returned to the original installation menu to install again or exit to shell or whatever. I don't have any ideas. it seems that your VM searches its virtual CD drive before looking in the hard drive for a bootable image. IME you need to remove the installation media from the VM's virtual media slot, then a reboot should find the installed OS.
