You're using your shell's built in kill. . .
# ps -ax | grep inetd
194 ?? Is 0:00.05 inetd -wW
# kill -s HUP 194
s: Unkown signal; kill -l lists signals.
# which kill
kill: shell built-in command
# /bin/kill -s HUP 194
