This patch would render inoperative a number of legacy scripts and be a substantial departure from other unix implementations. The only reason I can see someone proposing this is if they needed to send the output from time(1) to stdout (eg for a pipe) and were not aware that a simple redirection of stderr to stdout ( 2>&1 for sh(1) ) does exactly that. for example, /usr/bin/time {my command> 2>&1 | {my other command} and /usr/bin/time {my command> > {myfile} 2>&1 work just fine.
