Unfortunately, it isn't. It's been discussed several times (I don't have
a link right at hand, but you should be able to find it in the
archives). There are a lot of things in the 4.x base that depend on perl
that need either to be tested or even fixed. As 4.x is approaching EoL,
it just isn't worth the effort. We'll have to live with it for a
while...
