From the porters handbook (http://www.freebsd.org/doc/en_US.ISO8859-1/books/porters-handbook/makefile-categories.html): "The java category shall not be the only one for a port. Save for ports directly related to the Java language, porters are also encouraged not to use java as the main category of a port." In this case it looks like the primary category should have been net-mgmt. Yes, this has been clarified quite recently and yes, there are a lot of ports which have java as the main category for historical reasons that probably shouldn't.
