I've been very happy with the Cyrus IMAP4 server, which has POP3
support via a daemon that actually accesses the IMAP mailboxes.
(IMAP4 has significant advantages over POP3 and is growing rapidly
in popularity. The Cyrus server lets you easily support both, and
lets customers switch from POP to IMAP with no sysadmin intervention.)

See http://andrew2.andrew.cmu.edu/cyrus/imapd/ for details.
