hmm... lets see... how are you booting netbsd/alpha?  using the boot floppy for 
netbsd 1.3.2/alpha?  give us a few more details.
and as with all floppy disks i would try grabbing a new one, formating it and 
dd'ing the image again... i have had many a headache due to bad floppies..

Ha!  I figured it out.  I had to do the bios update in the alpha bios and 
then type 
update fw -path srm_fw
     
and it worked.
     
Now I am booting Netbsd/Alpha....
     
 Loading boot: unknown executable format
Boot failed!  Halting...
halt code = 5
HALT instruction executed 
PC=20004040
