As the last poster said, SSH is a better alternative but if you really must use telnet: Look at /etc/inetd.conf and uncomment the telnet entries. You must then ensure that inetd starts at system bootup (man rc.conf). Next reboot (or after you manually start inetd) you will be able to telnet in.
