I was under the assumption that the staging tree created during port building
would provide a reasonable "clean room" environment, even for python. In other
words, building security/py-josepy (part of that being to build bin/jws) should
never reach out to a system installed bin/jws, but rely on the staging tree's
bin/jws only. It looks to me like simply this rule is violated here?
