The things is, "NO_SENDMAIL=true" *does* prevent sendmail from being
built or installed! At least, it does for me (I'm using qmail). My
guess is that you installed sendmail 8.10.1 someplace other than where
FreeBSD keeps it, and in the process of upgrading to -STABLE, the
configuration changes you made so that the system ran 8.10.1 were
undone, leaving you running the default system version. Except you
didn't make and install a new version, so you got the 8.9.3 from 4.0
instead of the 8.11.x that -STABLE would have put there.

You should leave NO_SENDMAIL=true in place, as it will save you the
time to build and install sendmail. You can also verify that it's not
updated.
