The suggestion of setting hint.hwpstate_intel.0.disabled=3D1 fixed it. I noticed one symptom not mentioned that might be specific to just me. I can reliably trigger the behavior by moving my laptop, e.g. repositioning it on= the desk, or carrying it from my desk to my armchair.
