There's a FAQ on it, although I don't think it is very clear: http://www.freebsd.org/doc/en_US.ISO8859-1/books/faq/troubleshoot.html#BOOTM= ANAGER-RESTORE It should tell you that you need to boot the "live" CD (CD#2), or even the "install" CD (CD #1) first.
