Now it is. But its a bit vage. (i.e. what is a knob)

        Add a knob for disabling/enabling HTT.  Default off due to
information
        disclosure on multi-user systems.

I assume it can be turned on by
echo 'kern.sched.ipiwakeup.htt2=1' >> /etc/sysctl.conf
