We don't need another element to make us even more gratuitously
different from the rest of the DocBook-using world.  citerefentry does
the job quite well, and, most importantly, it's what we use now.  An
attribute to citerefentry can help the HTML stylesheet figure out the
appropriate parameters to use for the man.cgi gateway (which already
claims a section for manpages from ports...I haven't a clue how this is
generated though).

The current system isn't broken...it just needs a little help.
