After setting security.bsd.unprivileged_proc_debug back to 1, the affected text
utilities can read /compat/linux/proc/self/maps but not
/compat/linux/proc/self/limits

Another bug is that head(1) silently fails.  The expected behaviour is to show
the same error message.
