Add "LACP_FAST_TIMO" to LAGG_OPT_BITS. Also, s/LAGG_OPT_LACP_TIMEOUT/LAGG_OPT_LACP_FAST_TIMO/g , to be clearer that the flag indicates "Fast Timeout" mode.
